Some may see my placement of People Power higher up on the list as controversial, but there is no doubt he left his mark as Raw general manager and improved immensely from when he first came into power.

John Laurinaitis became a regular on WWE TV during the Summer of Punk in 2011. Although it initially appeared he was going to be revealed as the leader of some sort of faction involving Kevin Nash and Awesome Truth, those plans were scrapped and he was appointed to the position of interim Raw general manager instead, replacing Triple H. Originally, he was a heat vacuum, always flubbing his lines and fumbling over his words.

But over time, he owned the role and evolved into an unintentionally entertaining authority figure. From his vibrant suits to his fake corporate smile, he was the quintessential general manager, and his long-running rivalry with CM Punk was the highlight of his time on top.

With his win at WrestleMania 28, he earned the titles of Raw and SmackDown general manager, which had been unprecedented up to that point. Just as he was finding his footing (People Power scooter and all), he was fired from his position by Mr. McMahon in June 2012.
