Daniel Bryan would have made for the perfect Raw general manager, but obviously, his short stint at only one day prevents him from being ranked higher up on the list.

In losing their match versus Team Cena at Survivor Series 2014, The Authority were ousted out of power, leaving the future of Raw in question. Rumors ran rampant among fans who would run Raw in The Authority's absence with it eventually being revealed the show would feature a new name in charge of the show each week. You know, like the celebrity guest host gimmick, just without the celebrities and all the awfulness.

The post-Survivor Series Raw opened with the returning Daniel Bryan, the interim general manager, coming face-to-face with his old adversaries Triple H and Stephanie McMahon. It marked the first time Bryan had appeared on WWE TV in over five months, so the crowd went berserk for the former WWE World Heavyweight champion.

On the night he ran Raw, he put everyone on Team Authority in matches against members of Team Cena and made life miserable for every one of them. Having him succeed HHH as Raw's authority figure was poetic justice, though it was sadly short-lived. It's possible he could return to that role in the future now that he has since retired from the ring.
