10. Anonymous General Manager

Once Bret Hart was deemed incapable of resuming his reign as Raw general manager, Mr. McMahon appointed a new GM that would remain anonymous. That way, they couldn't be targeted by The Nexus, who were running rampant on Raw at the time, the same way Bret Hart was. Instead, the unknown individual was represented by a laptop at a ringside where their emails were read off by Michael Cole.

It immediately led to speculation as to who the mystery authority figure was, but in time, it became evident not even WWE had a plan for who was behind the screen. Those suspicions were confirmed when Nexus were no longer a threat by 2011, yet the GM refused to announce their identity. Ideas were likely pitched for who could have been behind it all, but none of them came to fruition.

Instead, fans were stuck listening to an annoying chime for over a year.

If nothing else, the Anonymous Raw GM constantly had a presence on the program, and because of that, the gimmick will be forever remembered. But they missed a major opportunity to create a new heel out it with all the heat it was generating. And no, the ultimate reveal of Hornswoggle in 2012 didn't count, nor did it make any sense in the slightest.
