You'll already be clocking a pattern with the earlier rankings here - an awful lot of the workers hitting the skids in the bottom half are those staying put on a brand they already wrestled for. Zoey Stark, who has been totally directionless since her alliance with Trish Stratus ended, is definitely deserving of a lower spot.

Learning that she...won't be jumping at all is hardly a thrilling use of Draft reveals.

WWE elected to keep Zoey's regular tag-team partner on the same show too. Fair enough, but why were these ladies drafted separately when other duos got lumped together? That doesn't make much (if any) sense, and tramples all over the company's own rules.
