11. Randy Orton (October-November 2020)
I guarantee you that even the most hardcore Randy Orton fans will struggle to remember that this reign ever happened. It came in the middle of The Viper's 2020 feud with Drew McIntyre. After two failed attempts to capture his tenth WWE Championship, Orton received one last chance at Hell in a Cell, in a... Hell in a Cell match!
In a match that can best be described as 'a match', Orton defeated his kilted foe relatively cleanly to get the job done. Nobody had asked for this, nobody particularly wanted this, but now they had it.
By the time fans had gotten their heads around why Orton was world champion in the year of our Lord 2020, he'd lost it again. McIntyre beat him to reclaim the title on the November 16th episode of Raw, setting up a champion vs. champion match against Roman Reigns at Survivor Series.
Once again, we have an example of a confusing reign that served no purpose but to break up Drew McIntyre's time with the gold. One continuous reign for Drew would have been much more effective.
