Bottom line, WWE clearly have no big plans for him. If they did, he wouldn't have returned like that, they'd have kept him away and then unveiled him for impact. At 39 years of age, and having huge swathes of support online, the ground is arguably at its most fertile for him to head off to the indies as a star attraction and make comparable money on a far less punishing schedule.

At this time it's worth pointing out that Harper has not officially been granted his release, and there's still a chance that the threat of leaving might be enough to convince WWE to offer him a better plan for what's left of 2019. Given the crowded nature of all their rosters though, it's unlikely they'd even be able to acquiesce in the short-term, regardless of whether or not they want to.
