3. Owen Hart
WWF missed a golden opportunity after Bret Hart left for WCW, in my opinion anyway. Owen's act was really hot as the "Lone Hart", and he was feuding with Triple H and Shawn Michaels before HBK suffered his back injury. While giving the title to Austin was the right move, the history between Owen and Austin (remember, Owen was the one who gave Austin the piledriver that broke his neck) likely contributed to Hart's decreased push and probably prevented Hart from working in any WWF Title matches as long as Stone Cold held the belt. Sadly that freak accident, and another freak accident in 1999 cost Hart both a World Championship and his life... He was one of the best wrestlers in the world during the 1990s and deserved more.
