9. Gimmick
Cesaro has not had the best gimmicks so far in WWE. His first gimmick as the Swiss Strongman really didn't have any depth to it, and when the WWE made him start yodelling it made things far worse. His more recent gimmick as a member of the Real Americans, an anti-immigration group referencing the ideals of right-wing America, was also a bizarre fit. Cesaro has tried his best to make each gimmick to work, and to make each gimmick his own. He is not underrated because his gimmick is good. He is underrated because when he has been given a gimmick that doesn't quite work he has tried to bring as much energy and life to the character as possible. If WWE is able to find a gimmick that suits Cesaro's skills, look and personality then there can be no doubt that Cesaro will do all he can to make it work. It seems like WWE couldn't really go wrong from this point, they have a physically imposing, incredibly gifted wrestler who can speak 5 languages. Cesaro is capable of adapting to whatever role the WWE throws at him next, and his quality in the ring will help carry that gimmick.
