9. Ludwig Borga
Hulkamania was dying and America needed a new hero. The WWF thought that this new hero would be Lex Luger. The former Narcissist underwent a patriotic makeover. Meanwhile, Luger needed a nemesis, and Tony Halme, at the time a star in Japan was signed and rebranded as Ludwig Borga.
Borgas schtick was that of your usual foreign bad guys, but there was an added twist in some of Borgas promos. With the election of Bill Clinton in 1992, there was attention turned towards more environmental legislation. Borga, in the course of his feud with Luger would cut promos standing amongst a polluted creek chastising Luger for his standing up for filth and a country that was all about pollution, creating our first environmentally friendly heel.
