Whether it was Dude Love, the creepy Mankind, Cactus Jack or simply just Mick Foley, the man in ninth place on this list was a supremely popular character. He is regarded as a hardcore legend, and when it came to the Attitude Era's most popular brand of match, Foley consistently delivered when it came to pushing the boundaries of extreme. His legendary "I Quit" match against The Rock was bizarrely X-rated, and some parts of that match have to be censored to this day. It was an outstanding match, and really catapulted Foley into extreme popularity with the WWE. The night Foley outfoxed The Rock in January of 1999 to win his first ever WWE title was an amazing moment, and just another reminder of how popular Foley was. The fact he was carried around by several of the roster in celebration proved that.
