3. Cody Rhodes
Since his WWE Intercontinental title reign, he has been waiting in the wings for his opportunity to be elevated to the top and he definitely deserves a shot. He is one of the best up and coming stars the company have at the moment and seems to be unfairly punished lately (i.e. on last night's RAW when he didn't even come out to his own ring entrance for a throw-a-way six man tag opener) for failing a drug test but providing a true doctor's prescription for why he was taking them.
4. Wade Barrett
Has been out with an injury since the turn of the year but has recently been cleared for a comeback, WWE just finding the best way to bring him back. Maybe he gets inserted into the Money in the Bank match on tonight's Smackdown tapings? Wade Barrett is another star who is ready for his moment in the spotlight. He has all of the credentials to become a fantastic heel World Champion in the future.
