3. Bret Hart
http://www.youtube.com/watch?v=xXWs5GjETIw Outside of Randy Savage vs. Ricky Steamboat from Wrestlemania III, there was no better exchange of the Intercontinental Title than between Mr. Perfect and Bret Hart at SummerSlam '91. They were evenly matched up, had wrestling in their blood, and had the best match of the night. Much like Harts first World Title reign, there wasnt a lot of decent talent for him to work with, but Bret Hart not only made lemonade out of lemons, he made that expensive, best-tasting,slushy-style, Disneyland lemonade. But then there were the few that could match the Hitman and help put on IC Title matches that generally stole the show, like the match against Roddy Piper at Wrestlemania VIII, the IC Title loss to Davey Boy Smith at SummerSlam '92, which is one of the greatest matches of all time, not to mention the fact that Hart introduced the ladder match concept while IC Champion. The IC Title run not only proved that he had what it took to be a deserving singles champion, but that he had the chops to run with the ball and become World Champion by putting on great matches, no matter who his opponents were.
