3. Razor Ramon
Another Superstar in this list firmly associated with the Intercontinental Championship, Razor Ramon (Scott Hall) was a major name in the WWF in the early to mid-90's. Like Mr. Perfect, he was successful both as a heel and a face, with the heel based character eventually getting popular with fans due to how entertaining it was played by Hall. As a member of the well renowned 'Kliq', Hall saw a lot of his peers make the higher rungs of the WWF, and he helped many of them get there. His classic Intercontinental Championship Ladder Matches with Shawn Michaels propelled his rival to the Main Event scene, and also helped move Diesel (Kevin Nash) in an upward direction after feuding with him for the same title. Hall's skills in putting over other talent were also showcased prior to this, when he gave another Kliq member Sean Waltman the rub during his debut leading to him becoming the 123 Kid. Hall was in fact part of a tag team known as the 'Perfect Combination' with Curt Hennig (Mr. Perfect) in the AWA in the mid-80's before either man made it to the WWF, and both Superstars could be seen as falling into similar roles throughout their WWF careers. In the WWE roster of 2012, you could see that the Razor Ramon character could have fallen into a position akin to that of two time WWE Champion Alberto Del Rio. Again, due to his charisma and skill in the ring it would have been very likely Ramon would have had a run as WWE Champion, although he may have floated between the Main Event scene and Upper Midcard as Del Rio has also done in his career thus far.
