WWE has to do something big this summer. Last year at the start of summer was when Rollins turned heel on his Shield brothers. What about this year? Aside from The Undertaker showing up to cost Brock Lesnar the WWE Title, there really hasn't been anything that could be considered a major surprise. In order to get people talking and excited about the WWE product, a big name face needs to go heel or a top heel needs to go face. Since faces going heel is general the bigger surprise, that's what WWE should be going for. There really aren't a lot of good candidates that could make a big turn other than Ambrose. The only person comparable to him would be Roman Reigns, but he's the guy that WWE wants to be the next John Cena, so it's probably not going to happen for Reigns. Heel turns get people talking. The creative team in WWE knows this and they know that a guy like Ambrose would be awesome in the heel role, so that's why he might be the best option right now.
