7. Billy Kidman
Billy Kidman held the WCW Cruiserweight Title on five separate occasions but only got his hands on WWE's version of the belt (once it was unified with the Lightheavyweight Title) twice. The first time, Kidman held the strap for a paltry 19 days, winning it from Tajiri on Raw before losing it back to him in a great match at Backlash.
He'd have to wait another seven months before it would be in his possession once more, winning it from Jamie 'by God' Noble at the Survivor Series in another decent match. He'd lose it to Matt Hardy at No Way Out and was from then on pretty much always hovering around the division whenever he wasn't tagging wit Rey Mysterio or Paul London.
Thing with Kidman's WWE reigns is that they weren't nearly as fruitful as his WCW ones. Kidman, who never really learned how to cut a decent promo, was someone who could be relied on to go out there and have a decent, competitive 8-15 minute match, which he did regularly.
There's really not much more to say about Kidman. He was a good, cruiserweight style wrestler who went out and did his job well. A little personality wouldn't have hurt but what can you do?
