2. Tajiri
Maybe I'm biased, since The Japanese Buzzsaw is one of my favourite WWE wrestlers ever (seriously), but I really enjoyed his second reign as Cruiserweight Champion. Tajiri was actually the first 'WWF Cruiserweight Champion', since he was in possession of the WCW Cruiserweight Title when the WWF won the Invasion after defeating The Alliance at the 2001 Survivor Series.
The mist-sprayer lost the title to Billy Kidman on the April 4th, 2002 edition of Smackdown but won it back 19 days later in a hot opener at Backlash. The game of hot potato continued, with The Hurricane winning the title three weeks later on Smackdown in a decent triple threat featuring Tajiir and former champ Kidman.
Tajiri would challenge for the Cruiserweight Title many times after that, but always came up short. That is until he downed Rey Mysterio in a tidy affair on the September 25 2003 Smackdown. From there, he'd feud with Mysterio and have many more solid matches, including the curtain-jerker of No Mercy.
Tajiri, who was now a heel with two henchman (Akio and Sakoda), would also defeat Jamie Noble at Survivor Series (the match was bumped from the main card to Sunday Night Heat). Tajiri was looking good and looked set for a length rain but fell to Mysterio in a really good match on Smackdown (which aired on New Year's Day).
The Cruiserweight Classic competitor is placed so high due to his series of stunners with Mysterio as well as the fact that I think he's great and this is my list so sue me.
