Asuka has found herself on both brands over the last couple of years and, in all honesty, it's impossible to say which one she's better suited to. The reason for that is that creative simply let her down during her time on both.

After a strong debut run, things went sideways for the Empress of Tomorrow on SmackDown after her undefeated streak came to an end because suddenly she was losing pointless matches to Carmella in the most ridiculous of circumstances. Two years later she was still being mistreated by having her Raw Women's Championship taken from her simply to prop up the Sasha Banks/Bayley program.

A few weeks later and she has the title back in her grasp - and, dare we say it, it actually feels like she's settled, with the-powers-that-be finally portraying her as the force to be reckoned with that she is. Moving her now would simply be counterintuitive and, with that in mind, it should not even be an option.
