18. Is It Time To Push Neville Into The IC Picture?

It's a shame for fans of the CW division, but there seems to be a general consensus that the division is an after-thought for WWE, who seem to have hamstrung it consciously since its inception. It's also a shame for Neville that - with that in mind - his tenure in the division is pretty much considered a temporary stay in purgatory, rather than a legitimate arena to showcase his skills.

If you think that's an unfair assessment, the fact that fans have now decided he "deserves" to be in the IC title picture says everything you need to know about WWE's failure to make the CW a viable option.
