Rational thinking would say that Lacey Evans vs. Becky Lynch will happen first at MITB before Becky's match with Charlotte Flair does. This gives WWE an easy way to keep face for Lacey (who has been absolutely killing it on the mic as of late) and ramp up the intensity of Lynch vs. Flair part 799 at the same time.

If Charlotte runs out and inadvertently costs Evans the chance to become Raw Women's Champion, she'd have a receipt coming. The three-woman dynamic worked before WrestleMania 35, and it could do here if the writers are willing to let Lacey live on the same level 'The Man' and 'The Queen' do.

Besides, there's more money in that whole 'Becky 2 Belts' campaign.

Do WWE want to chuck guaranteed cash down the toilet just to book a surprise? That's not really how the company operates these days, so it seems Lynch is destined to retain both her titles via cheap finishes on Sunday. That's understandable.
