9. Kalisto

There was a moment following his amazing performance at TLC 2015 when Kalisto was one of the most talked about wrestlers in the company. His breathtaking Salida Del Sol off a ladder through other ladders was easily the most discussed moment of the show. He engineered a wave of momentum that WWE should have jumped all over. Unfortunately, outside of a catchy "Lucha" chant that accompanied their theme, Kalisto's partnership with Sin Cara was going nowhere and they wisely split the duo up.

His getting drafted to SmackDown was puzzling, seeing as how the Cruiserweights - his natural peers - were Raw-exclusive, but fans just optimistically tried to assume WWE had bigger plans for him.

Nope.

Instead, he was used in feuds with guys like Dolph Ziggler and Baron Corbin, and while those were varying degrees of entertaining they did nothing to accentuate his tremendous abilities.

Now that Kalisto has been added to Raw, he'll be able to compete with the cruiserweights, as he's one of the more exciting workers in the entire bunch. He has a long way to go in terms of personality and character development, but at least he can do so alongside talents that are more suitable for him to work with - rather than being the warm body for much bigger men like Baron Corbin to murder onscreen for heel heat.
