Basically, two pure jabrons are required for the next two spots to develop the feeling that, since the Rock is here, the rest of the match is a formality. Bring out the Brookyn Brawler for all it matters. The match is done. That way, entrant #30 scans as an enormous shock. The closest thing WWE has to the Brawler these days is of course former WWE Champion Jinder Mahal, so he'll do nicely.

Even if this very optimistic fantasy booking doesn't come to pass, numbers 28 and 29 are hardly big hitters traditionally.
