The Public Enemy were newly arrived to WWE, and they informed the Acolytes just begore walking to ringside that they weren't going to do the agreed-upon finish (the Enemy going through a table).
Faarooq and Bradshaw, faced with the uncertainty of noncompliant opponents on television, simply opted to beat them to death.
The Public Enemy starts the match like normal, but within seconds they realize that their much stronger, tougher opponents have no intention of changing the finish and the result is one of the most satisfying squashes of all time.
It's like watching Vader and his partner Other Vader murder two Mikey Whipwrecks simultaneously.
The Enemy went through the table, incidentally, and they were gone from WWE almost immediately after.
