3. Kiteman
Like some of the other rogues in Batman’s gallery, Kiteman was undeniably created with humor in mind. His very name, Chuck Brown, is even a Charlie Brown pun (a character who's notoriously known for his inability to fly a kite).
With that said, Kiteman has nevertheless experienced a bit of a revival in the past couple of years, after writer Tom King put a new spin on him. Many years prior to that, Kiteman remained squarely in Condiment King or Crazy Quilt territory, following his second appearance in a 1986 Hawkman issue.
For the longest time afterwards, he'd then be reduced to acting as either a background character or a constant punching bag for villains and heroes alike.
Come 2016, and Kiteman would be rebooted as a character with substance and even a catch-phrase that read “Kiteman, hell yeah.” This was when War of Jokes and Riddles gave him not only a compelling backstory but a chance at duping both Riddler and the Joker.
Since then, the character’s popularity has only grown further, with audiences warming to his character in the animated Harley Quinn series. Not bad for a guy that was originally a D-list villain.
