5. Ventriloquist

Arnold Wesker aka Ventriloquist pulls off his heinous crimes through a dummy by the name of Scarface the Puppet, which unsurprisingly is modeled on the titular character from Howard Hawks' 1932 original Scarface movie. Wesker was born into a mafia family, and after witnessing the brutal murder of his mother at the hands of a rival gang, he develops dissociative identity disorder, and channels this through ventriloquism. By the time he becomes a supervillain, Wesker is totally at the will of Scarface, who puts him down and orders him about, even physically harming him. Why would it not work on screen? Well, aside from the fact that a ventriloquist villain is freaking stupid, there are two problems - a) Wesker cannot throw the letter B, and so Scarface ends up calling Batman "Gatman", which is goofy as Hell and b) Wesker and the Ventriloquist frequently argue, making him an all-too-easy adversary for Bats to take down.
