4. Discriminating against mutants
After the nuclear wars of the 2070 most of North America is a radiated desert known as the Cursed Earth where few survive. Some do live outside the Mega Cities though: outcasts, criminals, and mutants.
The mutants are victims of the war, twisted and disfigured by radiation. How does Dredd and his colleagues treat these people?
Well besides the useful ones like the psychic Judge Anderson they're all treated as monsters and banished from the city, forced to eke out a survival in the barren wasteland. In fact for the first 30 years of the comic Dredd would often execute these poor souls whenever they tried to get into the city.
During the 2006 story arc "Origin" Dredd did start to soften his views on mutants, although only after finding out some of them were his relatives. Dredd would petition to allow mutants into the city and after much back and forth, they are now welcome. (Provided, of course, they submit to sterilisation.)
