The Baxter Building was constructed by the Leland Baxter Paper Company in 1949. Leland Baxter designed the building with his brother, Noah. Its “K-bracing” steel frame construction was the first of its kind and made the building one of the strongest structures in the city at that time. To accommodate the size and weight of paper pulping machinery, each floor of the building had 24 foot (7.3 m) ceilings.

After their original headquarters was destroyed, replacement Captain America, Jeffrey Mace, moved his All Winner’s Squad team into the partially completed Baxter Building in late-1948. That group remained there until 1950, and the building was later sold by the Baxters to a corporation. From there, the property passed through various hands before entrepreneur Walter Collins acquired it.

In the mid-1980s, the First Line superhero team battled the Black Fox’s archvillain Nocturne. This rogue had created an alchem-tech virus that he was going to release into the city using the Baxter Building as his staging area. The First Line was able to stop Nocturne, but the top seven floors of the building were destroyed in the process.
