1. That Time He Stole Batman's Car

All these other offences aside, there's one thing that trumps all of Penguin's past offences: messing with Batman's car.

Joking aside, obviously, the two occasions where Penguin has managed to hijack Batman's wheels have resulted in deadly consequences. He did so first in Batman Returns before having another crack at the wheel in Batman: The Animated Series, wherein he intimidates The Dark Knight's longtime ally and mechanic, Earl Cooper.

Earl was also the man who invented BTAS' stylistic (some would say definitive) Batmobile, so the fact that Penguin targeted him specifically makes this one of his most egregious felonies.

Forcing Earl to plant a device in the Batmobile that allows Penguin to take control of it remotely, the Dynamic Duo are nearly killed, save for Earl's sneaky implementation of ejector seats.

Batmobiles come and go, but messing with one as brilliant as the one from BTAS just isn't on.
