Caliban in the comics is an excellent mutant, capable of channelling mutant emotions and mental states to locate (and usually help manipulate them). It made sense that he would be used in the film as a sort of black market godfather, finding and losing mutants at their request.

Unfortunately, Caliban was limited to no more than a cameo, and while he is memorable for his creepiness and his tendency to refer to himself in the third person, he simply didn't deliver on the promise of the comics version.

It's also rather a shame he wasn't transformed by Apocalypse into Hellhound (the fore-runner to him becoming Death at Apocalypse's side), as that would have turned the weasly underworld figure into a legitimate threat. Still, a nice character design used mostly as a narrative device more than anything.
