Every Villain The Arrowverse Has Teased But Not Used
1. Harley Quinn
Margot Robbie may be one of the definitive interpretations of Harley Quinn, but this does not that the villain/sometimes anti-hero is the only bar by which to measure all Harleys. There is the excellent depiction of the character on her eponymous adult animated series, as well as the seminal take in Batman: The Animated Series.
The Arrowverse took a stab at bringing 'Mistah J's' favourite (?) former psychologist to life in Arrow's second season, which saw the introduction of the Suicide Squad and Amanda Waller. A character with Harley's visual sensibilities and persona interrupted an argument between John and Lyla Diggle on the merits of teaming up with the Squad before Waller shut her down.
Although this counts as an actual appearance as opposed to the others on this list, it amounted to little more than a cameo that did not have any impact on the story. That said, it was a nice peek at Dr. Quinzel and having Tara Strong be her voice was icing on the cake.
