Playing the private investigator-cum-Spidey nemesis takes that thin moral line, so if playing Dexter doesn't give you enough of a tragic backstory, then nothing will. Could it be 2/2 for Michael C. Hall. Otherwise, as the brutish Perry Cox, John C. McGinley ruled the halls of the Sacred Heart Memorial Hospital in Scrubs. He always had that smarmy private investigator edge to him, so give him a bottle of whiskey and I say we are good to go!

The criticism of most of the previous live action Spider-Man villains is that they seemingly came from nowhere. To bring Scorpion to the MCU, simply introduce Gargan in usual Daily Bugle reporter form, then eventually build up to the Scorpion storyline - a'la Dylan Baker as Lizard in the Raimiverse. After being bonded with the Scorpion suit, Gargan goes mad and turns on his former employer J. Jonah Jameson and you have your own storyline ready to go.

All you have to do is have his mechanical tail made from some wayward Stark or Hammer tech and voila - instant bad guy. Gargan has a colourful story beyond his Scorpion days and even goes on to be the third incarnation of Venom, so you get two villains for your movie ticket.
