The scene in question has Quaid (Arnold Schwarzenegger) trying to sneak past Mars security while in the disguise of a fat woman. When questioned intensively, his mask begins to malfunction, at which point he has to remove it, revealing Arnie himself underneath. However, for the effect to work, Arnie could not be underneath for real, so instead the effects department came up with a pretty cheap-looking knock-off. It only lingers on screen for a few seconds, and thankfully the awesomeness of the fat lady head segmenting will distract most viewers, but it's still a totally craptacular effect. It's also proof that poor practical effects are always going to be more palatable than poor CGI.
