Yes, it's primarily a serial killer film - and an obvious one at that - but imagine seeing Willis demoted to river duty, and then uncovering a conspiracy that sees him go into full-on McClane mode. Plus, it's got a scene in which he kills a bad guy by shoving a taser in his mouth. And he punches his superior in the face at the end. McClane would approve.
