Though they were backed with the money and resources of SHIELD, there is no way the Avengers could have operated as successfully as they did without the bankroll of Tony Stark. Both the Avengers tower and their upstate facility were his, and he was behind just about every piece of technology, including their Endgame time machine.
If Zemo is going to bring his Thunderbolts together outside of any governmental restrictions, he will need to be bankrolled in the same way, and who better to help him than Justin Hammer?
Sam Rockwell's character first appeared in Iron Man 2, and has since returned as part of the All Hail the King one shot, but fans have crying out for his return to the big screen for the last ten years.
If the Abomination will be the team's answer to the Hulk, Hammer could be the team's Tony Stark, which is all he ever wanted to be. Supplying the weapons and the money to the Thunderbolts would allow Hammer to become the new Tony Stark, in his own eyes at least, and would offer him a chance at redemption after his partnership with Ivan Vanko ended so badly.
