9. Power Girl
It's too easy to just claim that Power Girl is a mirror to Captain Marvel or Supergirl, but like Lobo, she can offer the CEU a chance to introduce the Multiverse, something they have done a lot more successfully than marvel up until now- the TV side of DC has utilized it to great effect.
Power Girl could prove popular as a a wildcard with no allegiances to good or evil, which would shake up the team dynamic of the Justice League.
Coming from an alternate universe, the character has the potential for fish-out-of-water comedy as demonstrated in Kenneth Branagh's Thor. If she is trapped in our universe and can't get back to Earth-Two from where she originates, she is also a character trapped out of her right place, like Captain America.
So Power Girl is a very different kind of hero who is not just a duplicate of female heroes we've seen many times before in DC media.
She would also offer a more distinctive mirror image to Superman, who desperately needs some character development- mentoring or comforting a fellow Kryptonian who can never get home and is as alien to earth as he is would give him an arc similar to Bruce Wayne, now ready to save the world in next year's Justice league.
