2. Norman Osborne
Norman Osborne and Doctor Doom are in similar situations. Both are some of the most iconic Marvel villains of all time, both most famously fight other heroes in the comics, and Marvel only recently regained the rights to use both of them.
Osborne, aka Green Goblin (or sometimes Iron Patriot), generally fights Spider-Man when he's not leading his own team of Dark Avengers. At this point, however, he's fought Spider-Man (as Green Goblin) on the big screen in Sam Raimi's original Spider-Man film. Additionally, his son Harry has taken up the mantle of Green Goblin and challenged the wall crawler in two other films, Spider-Man 3 and The Amazing Spider-Man 2.
If Marvel want to introduce Osborne and Oscorp into the MCU (which they absolutely should), having him face off against Spider-Man is a repetitive choice. Spidey and Goblin have cinematically clashed so many times at this point that it both robs the audience of something new and takes away opportunities for other beloved Spider-Man villains to appear on the big screen.
If they're looking for a different rival for Oscorp, why look past Pym Technologies?
