5. Gotham Votes A Guy Raised By Penguins In A Sewer As Its Mayor (Batman Returns)

So, Oswald Cobblepot was thrown in to the sewers below Gotham City by his parent as an infant because of his deformity and a group of penguins raised him. 33 years later, determined to become a real citizen of Gotham, he kidnaps businessman Max Shreck, using evidence of his past crimes to blackmail him in to helping him do so. Max had a plan to build a power plant which would drain Gotham City of its electricity, but the current Mayor wouldn't allow it. So, going one step further than making him a mere citizen, Max deployed a plan to make Oswald the city's Mayor. By making the current Mayor look good and making Oswald look good, the city's people actually get on his side and genuinely seem intent on electing in a man with no political experience at all and whom was raised in the sewers of Gotham. This stupid decision on the part of Gotham's public, of course, brings Oswald to Batman's attention and is the main rivalry in the movie.
