The original Batman was a cultural event, and in addition to the film there was a tidal wave of merchandise and toys. The merch situation came to a head with Batman & Robin, which was less a movie than a two-hour toy ad; a really bad one.

Tim Burton clearly wasn’t impressed with this side of things, since he filmed a scene for Returns featuring a Batman merch store in Gotham. The sequence featured a store packed with real toys and memorabilia for the 1989 movie, showing just how tatty most of them were. In an act of meta rebellion, the rampaging clowns would have then burned the store to the ground.

No reason for the scene being cut has been given. Maybe Burton felt it was distracting or – and this is the likely scenario – Warner Bros felt the scene was an insult and insisted it was taken out.
