4. Professor Slughorn from Harry Potter And The Half-Blood Prince
I wouldn't blame you for thinking I'm cheating by putting in another Harry Potter entry, but it's a pretty big world with lots of strange and wonderful characters. Professor Slughorn, played superbly by Jim Broadbent (because was he really not going to have a part in the Harry Potter series?), is our gateway into learning some pretty key information in Half-Blood Prince, but is it essential to make him seem quite so strange? You may not think much of him, but let's look over some of the facts we're given. He forms close bonds with his students, to the point where he refers to it as 'collecting' them. He brews up a batch of Amortentia, the most power love potion in the world that causes intense infatuation or obsession and he had a viel of Felix Felicis, also known as 'Liquid Luck', which makes all of your actions successful. This means at any point he can drink the potion and get away with anything. Anything.
