6. Jackie Earle Haley As The Mad Hatter

Like Hush earlier in the list, Jarvis Tetch, aka The Mad Hatter has yet to appear in a Batman movie.

An often underrated villain, Tetch is another villain with a tragic backstory and his creepy Alice-in-Wonderland-inspired character could make him an excellent fit for Matt Reeve's new Batman-verse. Whilst probably not the level of villain to drive the whole story, setting Tetch up as a side villain would be a good shout.

Considering his small stature and creepy demeanour, none other than Jackie Earle Haley would be perfect for the role. Easily the best part of Watchmen due to his brilliant portrayal of Rorschach, Haley certainly has the acting chops to bring a level of intensity to the role that would make people uncomfortable.

Whilst not the biggest name on this list, it's easy to forget that Haley was nominated for an Academy Award for his role as a paroled sex offender in 2006's Little Children. It's an astonishing performance that sways between uncomfortable and heartbreaking, and Haley, with his unique look, brings a certain unease to every scene he is in.

He'd bring a powerful energy to an often overlooked villain, and would certainly make Tetch stand out as a horrifying part of Gotham's underworld.
