The Boonta Eve Classic is one of the best, if not the second best scene in The Phantom Menace. It was a great insight into one of the galaxies pastimes. That one scene is not necessarily enough to be the focus of a TV show though.
What is, is the swoop racing scene seen in Knights Of The Old Republic. The game scratches the surface of planetary leagues and tournaments, as well as gang and criminal culture surrounding the races.
A limited series exploring various planets, cultures, and species, all centred around a podracing tournament would make for a fun, unique viewing.
There is no need for complex characters and mass amounts of fan fare. Just a fun, palette cleanser examining the galaxies culture of podracing.
