At the end of Star Wars: Episode III - Revenge of the Sith, Luke and Leia are born shortly before Padmé passes away. This leaves the two potentially Force-sensitive children in the hands of two men: Jedi Master Obi-Wan Kenobi and Alderaan's Senator Bail Organa. The latter took Leia, and the former took Luke.

While Leia was raised on Alderaan to become a Princess with a great deal of power, she did not retain her father's name. Instead, she was named Leia Organa, and there was no obvious connection between Luke, Leia, and Anakin — still, that kiss in Empire was pretty nasty in hindsight.

Regardless, Leia was protected, but Obi-Wan Kenobi did something truly reckless — he took Luke to Tatooine and gave him to his family (Anakin's adoptive brother and his wife). He retained the name Skywalker and grew up in pretty much the exact same place as his father.

Obi-Wan's decision to do this was incredibly reckless and stupid. Vader could have returned to Tatooine at any time, and there's even a chance he might visit the old homestead while there. If that happened, Luke would have been lost, and so too would the New Hope of the Rebellion.
