6. The Cabal
A shadowy organisation of named villains would be a fresh take for audiences even after the secretive S.H.I.E.L.D. slash H.Y.D.R.A. (SHIELDRA?), given their more egalitarian approach to organised villainy. Individual villains coming together and needing a coalition of heroes to stop them would make for some nail-biting intrigue in cinema, or on the small screen, if need be.
With characters like Norman Osborn, Doctor Doom, Emma Frost, among others, the round table of iconic villains and questionably amoral powers that be in the MCU would amass an even greater threat of non-cosmic origins than audiences have seen from Marvel.
With the strong criminal element, as well as their ability to manoeuvre out of sight in the modern world, where everything is recorded and true secrets are terrifying to think about, they'd make for the kind of enemy that can't be fought head-on; a real challenge for heroes that have to out-think some of the most intelligent villains in the Marvel Universe.
It also encourages heroes to come together in their own way to combat this threat. A put-together hero team playing a high stakes game of chess with an even more put-together villain team? Who doesn't want to see that?
