Sure, Ed Rooney is a comedy villain and his motivation is naturally going to feel silly, but even with that in mind, his reason is a farce.
Ferris Bueller wants a day off school and it's fairly well established that he skips classes all the time. Ed Rooney knows this, and he’s determined to catch the kid in the act, which only feels believable within the confines of the story.
Imagine if your old principal was skipping a full day of school to go track down some of your classmates. Odds are they’d lose their job over that decision - literally tons of students walk the halls of his school.
It’s a fantastic effort he goes through to catch this one guy. Imagine the number of students that might’ve gotten away with breaking other rules at the school while he was absent. The villainous effort was not worth the motivation at the end of the day.
Even Ferris Bueller isn’t that special
