6. Thaddeus 'Thunderbolt' Ross

For eight long years, The Incredible Hulk was essentially completely ignored by Marvel Studios. Bruce Banner did return for two Avengers team-ups, but was brought to life by Mark Ruffalo rather than Edward Norton. It wasn’t until 2016 that anyone but the Hulk returned from the second-ever MCU movie.

This character was Thunderbolt Ross, The Incredible Hulk's chief antagonist in that he wanted Banner hunted down and killed. In fairness, though he may have taken things to their extreme, his stance of stopping the potentially dangerous Banner was at least understandable.

Upon his return to the MCU eight years later however, he became one of the most hated characters in the entire franchise. As Secretary of State, instead of focusing on the billions of lives saved by the Avengers, he looked only to the damage they caused while rescuing the entire planet and sought to handcuff them with the Sokovia Accords.

This is what drove the Avengers apart, along with Zemo’s manipulation, leaving them fractured when the time came to fight off Thanos. He even tried to have Rhodey arrest Captain America when he turned up to save the world from the invading Titan.
