Over the years in the Marvel Cinematic Universe, there have been villains who were smart, deceptive, or ruthless. In Alexander Pierce there came an antagonist who could boast all three of these traits.

What he managed to achieve in his time at SHIELD is something very few people have ever managed to do. He fooled Nick Fury. He built the resurgence of HYDRA, right under the noses of the very people who were supposed to combat such threats.

Though it was thought that Captain America destroyed the organisation during the Second World War when he defeated the Red Skull, Arnim Zola and eventually Alexander Pierce rebuilt it back to arguably be stronger than it ever was before. HYDRA flourished within the walls of SHIELD, having more influence on the world than ever before.

His ruthless side came out both in his handling of the Winter Soldier, in terms of the people he killed and the torture he put Bucky through himself, and also Project Insight. He was prepared, and just moments away, from killing millions of people who may one day potentially pose some sort of threat to HYDRA perhaps. There is no other non-powered villain in the MCU who has ever held so much power.
