7. The Muggle Prime Minister
When the Ministry of Magic finally believed that Voldemort had indeed returned, the wizard Prime Minister makes a visit to the Muggle Prime Minister, warning him about the news that the dark wizard has returned and the mass breakout from Azkaban Prison.
While waiting for a call from a leader of another country, the Muggle PM is distracted by reading news reports of freak accidents, including the collapse of the Brockdale Bridge, a hurricane, and two highly publicised murders; one that only happened around the corner from 10 Downing Street.
Cornelius Fudge - along with his successor Rufus Scrimgeour - urge the Muggle Prime Minister to reschedule his call, and explain that these are not freak accidents but direct results from Voldemort and his Death Eaters. As such, the Ministry of Magic can no longer protect Muggles from this nefarious threat.
