Like all sibling rivalry, Bond tries to needle Blofeld (formerly Franz Oberhauser) by saying his cuckoo scheme is nothing more than voyeurism:

"You set cities on fire and watch innocent people burn, so you can convince governments to join an intelligence network you've paid for. Not that complicated."

Yes, it's not all that complicated but in the age of surveillance and era of social media, it's easily the most plausible prospect. Which makes it the most terrifying.

Naturally, Blofeld has all the right people embedded in the right places to enact his all-seeing, all-knowing plan. One of these so-called visionaries, Max Denbigh (comically referred to as C by Bond), heads the Joint Intelligence Committee, and does a sterling job in London by setting up its swanky new offices directly opposite the ruins of MI6's old headquarters and abolishing the Double-O section. What a cocky little b*****d.

C heavily champions the Nine Eyes initiative, giving SPECTRE de-facto absolute control and oversight across a truly international intelligence agency. To show how powerful SPECTRE already are anyway: when South Africa decides against the motion first time round, bang goes a bomb in Cape Town soon after to forcibly sway their vote to yes, meaning a unanimous go-ahead of George Orwell's worst nightmare.

It's sinisterly symbolic of the tried and tested secret cabal controlling the world movie trope when Blofeld switches off his analysts' computer terminals, they instantly stand up in total obedience. Big Brother is well and truly watching you, and quite literally in Bond's case.
