Sharon Carter resonated with fans quickly after her clever introduction during The Winter Soldier, and the character followed up that appearance with an equally memorable turn in Civil War. While she's not (sadly) billed for an appearance in Infinity War, it would make sense for her to get some closure with Cap in the follow-up, before going onto - y'know - be an Avenger herself.
While Agent 13 has always been SHIELD-bound, she has, on occasion, worked directly with The Avengers. More interesting, however, is her involvement with the Secret Avengers - an off-the-books black ops version of Earth's Mightiest Heroes. If Marvel were to delve more heavily into their universe's espionage elements then of course, we hope that Black Widow will lead the charge with her long overdue solo feature, but Agent 13 is an outlet they should be looking to use as well.
Heck, why not make a 'Secret Avengers' film led by Carter, Nat, Bucky and Clint? That would certainly spice things up, and balance out the heavy cosmic influence currently making its way through the company's onscreen features.
