4. Secret Empire

Originally, the Secret Empire was an offshoot of HYDRA. Founded by a scientist who felt like an anonymous nobody, their initial purpose was to keep authorities like SHIELD off the scent of HYDRA and their activities. But one of the Secret Empire€™s leaders (each of whom is known only as Number One), sought to break away from HYDRA. A number of Number Ones have led the Secret Empire, the most notable occurring during the Watergate scandal. This Number One demanded the government surrender control to him or he would detonate nukes in major American cities. The story ended with Number One committing suicide and his identity was heavily implied to be the President of the United States (acting as a metaphor for Watergate and the Nixon administration). It led to Steve Rogers becoming disillusioned with his country and giving up the mantle of Captain America for a time. The Secret Empire could be adapted in a modern setting by combining aspects of this story with aspects of other stories involving the Red Skull infiltrating the US government. It could also lead to Steve Rogers giving up (or being forced to give up) the Captain America mantle for a time, leading the way for Bucky to take it on.
