During the early era of the MCU, Tommy Lee Jones appeared in 2011's Captain America: The First Avenger, in role of Colonel Chester Phillips.

For the most part, Tommy Lee Jones' Chester Phillips was a relatively fun, but stern character. During the press junket for the film, the actor described the colonel as "the standard character" and that he thought the "movie did a good job for putting forth that image [war] and action."

Although Tommy Lee Jones had nothing but good things to say about the film, it seems like he will never return to the Marvel Cinematic Universe. When Disney announced the new show, What If?, with the house of mouse revealing they would be retelling some classic Marvel stories with a twist, it was hoped that the Men In Black actor would reprise the role of Chester Phillips in the Agent Carter storyline.

However, when the series released on Disney+, the colonel only appeared briefly in one episode, and had no lines. So unfortunately, it seems like Tommy Lee Jones' appearance in the Marvel universe was a 'one-and-done', and the actor will likely never return for later projects.
